Borley PARK NEIGHBORHOOD IMPACT PROGRAM
OWNER-OCCUPIED REHABILITATION
The City of Mishawaka Department of Redevelopment
administers the City-wide Residential Rehabilitation Program. The
program is funded with U.S. Department of Housing and Urban Development
dollars to assist low-to-moderate income homeowners with improving
their best asset, their homes!
Starting in 2003, HUD mandated that all entitlement communities
begin to take a specific neighborhood approach to target as much
funding as possible, making a significant, measurable impact upon
a neighborhood. The City of Mishawaka chose the Lincoln Park neighborhood
as its first project for the Owner-Occupied Residential Rehabilitation
Program. The Borley Park neighborhood is the second project in Mishawaka.
The Owner-Occupied Residential Rehabilitation Program is a mortgage
loan program - a real estate mortgage will be added to the property.
There are several types of low interest rate loan options available
to eligible clients, based upon income, the client’s age,
and the amount of equity in the home. There should be enough equity
in the home to cover the amount of the mortgage. Applicants qualify
with income under limits set by the U.S. Department of Housing &
Urban Development for St. Joseph County. The homeowner(s) must reside
in the home, and rentals or multi-family units are ineligible to
receive assistance.
Funds may be used to rehabilitate or repair existing homes. Examples
of exterior work are new roofs, vinyl siding, or windows. Examples
of interior work might include furnaces, electrical and plumbing
upgrades, bathrooms, kitchens, insulation upgrades, and floor coverings.
Applicants must be homeowners in the Borley Park neighborhood.
The western boundary of the neighborhood runs along the west lot lines of the lots on the west side of Maplehurst Avenue. The east boundary is Lynn Street; the neighborhood is bordered by McKinley Avenue on the north and Borley Avenue on the south. Redevelopment will
work only in this specific neighborhood this year. If you are not
included in this neighborhood, please be patient- your neighborhood
will be on the list soon! Even if you don’t qualify, or if
you live outside the boundaries, Redevelopment can offer referrals
to other organizations that might be able to provide assistance.
The maximum loan amount is $35,000. There is competitive bidding
with independent, local, Department approved contractors to complete
the work. Loan closings are held at Mishawaka City Hall. Redevelopment
staff handles all paperwork. The staff is committed to understanding
the client’s specific financial situation and will keep all
client information confidential.
