Community Development
The Department of Planning & Development is responsible for community
development, economic development,
and redevelopment activities of
the City of Mishawaka. Those include business recruitment, retention,
and expansion; tax abatement; brownfield redevelopment; Tax Increment
Financing (TIF); neighborhood revitalization; and the administration
of several loan programs. The Department is located in Room 201
of Mishawaka City Hall and is open Monday-Friday from 8:30 a.m.
to 4:45 p.m. For more information about any of these activities

Redevelopment activities include the administration of the Community
Development Block Grant (CDBG) and HOME programs from the U.S. Department
of Housing and Urban Development (HUD). The HUD program is designed
to benefit low-moderate income individuals and to ward off slum
and blight.
The Department administers the Owner Occupied
Residential Rehabilitation Program which offers low
interest loans for housing rehabilitation for owner-occupied
homes within the Borley Park neighborhood.
The Department's Neighborhood Impact Program has replaced the former
City-Wide Residential Rehabilitation Program, and will be moving
to other neighborhoods throughout the City of Mishawaka in the future. This new program was instituted in 2003, when HUD mandated
that entitlement communities begin demonstrating a significant,
measurable impact in a single neighborhood.
Applicants must meet income qualifications as determined by HUD
for St. Joseph County, Indiana. Also, the Department administers
the First Time Homebuyer Program
and recently completed the Mary Phillips
Senior Apartments Project. The Department participates and contributes
to many local social service organizations, conducts spot blight
clearance activities, and provides curbs and sidewalks in low-to-moderate
income areas along with other neighborhood improvements. For more
