The Department of Planning and Development is responsible for all aspects of city planning within the City of Mishawaka. This department is also responsible for Community Development, Economic Development and Redevelopment, as well as land use and comprehensive planning, project development coordination, growth management and zoning administration. The department serves as the staff for the Mishawaka City Plan Commission, the City of Mishawaka Board of Zoning Appeals and the City of Mishawaka Historic Preservation Commission. On a daily basis, the department is responsible for the issuance of improvement location permits for the construction or modification of signs, fences, sheds, decks, garages and houses.

Plan Commission

The Mishawaka City Plan Commission is responsible for reviewing and making recommendations to the Mishawaka Common Council on petitions of rezoning, annexation, vacation of public rights-of-way, and establishment and amendments to Planned Unit Developments. The Commission also reviews and approves all site plans for new development in Multi-Family Residential, Commercial, Industrial and Planned Unit Developments. Lastly, the Commission is responsible for the maintenance of all ordinances and plans affecting land use planning including the Zoning Ordinance, Subdivision Ordinance, On-Premise Sign Standards Ordinance and the Mishawaka 2000 Comprehensive Plan.

Board of Zoning Appeals

The Board of Zoning Appeals is responsible for approving or denying all developmental variance appeals to the Zoning Ordinance, Subdivision Ordinance, and the On-Premise Sign Standards Ordinance. The Board also reviews and makes recommendations to the Mishawaka Common Council on appeals of use and conditional use.

Historic Preservation Commission

The City of Mishawaka Historic Preservation Commission is responsible for the preservation of the city's historical resources. The Commission is in the development stages of an educational campaign that will work to promote different public and private sites that played a role in the development of the city.
