On December
31, 2001 the Emergency Medical Services Department completed 25
years of service to our city, all of them under the leadership of
Chief Mike Hargreaves. The following day, January 1, 2002, the EMS
and Fire Departments were merged and EMS became a new division of
the Mishawaka Fire and Emergency Medical Services Department under
Fire Chief Dale Freeman.

| The new department
was organized into four divisions: Inspection and Prevention; Suppression;
Emergency Medical Services; and Training. Paramedic Mike Hargreaves
was appointed Chief of the Training Division while Paramedic Dan
Bilancio assumed the responsibilities associated with the day-to-day
operation of medical services as Chief of the Emergency Medical
Services Division. |

All new firefighters are now required to hold EMT certifications. Former EMS employees who
did not become firefighters are civilian employees of the new
department. The merger advantages will continue to grow in the years
ahead. |

Mishawaka will see an increase in the quality and quantity of
paramedic applicants because the firefighter pension is now available
to them. Cross-training will provide career ladder improvements
for both firefighters and paramedics. |

Mishawaka's emergency
medical service needs continue to grow. Last year the department
responded to 4,108 calls (compared to 4,131 in 2003). The
EMS facility is still centrally located: 53% of the calls were north
of the river and 46.5% south of the river; the missing (5%)were mutual-aid runs outside of the city. |
The department
began in May of 1977 by providing basic life support services on
an ambulances staffed by EMT's. It replaced a "load and go" service
provided by the Police Department. In 1980, EMS added advanced life
support services administered by paramedics. In 1988 the Mishawaka
EMS Department was selected as Paramedic Provider of the Year in
the State of Indiana. EMS moved into its new facility at 333 East
Mishawaka Avenue in 1990. |
