BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:05 a.m.  All members were present.  Mr. Prince moved to dispense with the reading of the minutes of June 8, 2010, and accept them as circulated.  Mr. Watson seconded; motion carried.

Mr. West indicated that these bids will be taken under advisement for review, evaluation, and recommendation by the Engineering Department.

 

Bids were opened for Main Street Reconstruction, Ph III, Mishawaka Avenue to Battell Street, and are summarized below:

Mr. West indicated the bids will be taken under advisement for review, evaluation, and recommendation by the Engineering Department.  He said the Engineer’s estimate for the project was $2,618,020.00.

 

Mayor’s Comments:

The Mayor was not available for today’s Board meeting, however, Mr. West indicated a brief staff meeting would follow today’s meeting.

 

Department Head Reports:

Police Chief Ken Witkowski said bicycle patrols have been added in the Milburn Boulevard area to increase security as residents are concerned about an increase in break-ins since the roads have been closed for construction.

 

Building Commissioner Brock Hundt presented the Building Department statistics for the month of May, 2010 and indicated permits were issued for three (3) new homes and three (3) new commercial structures.  Permits for eleven (11) new homes have been issued so far compared to five (5) last year. 

 

Community Development Director Lory Timmer presented Amendment #1 to the Professional Service Agreement with Neighborhood Development Associates for assistance with our NSP project, for an increase of $9,000.00 for a new not-to-exceed amount of $69,000.00.  Mr. Watson moved to approve as presented.  Mr. Prince seconded; motion carried.

 

Ms. Timmer requested the Board’s approval to award the contract for the demolition and removal of 550-552 and 548 W. Sixth Street to Indiana Earth of Osceola, the lowest responsive and responsible quoter, for a total not-to-exceed amount of $22,430.00 which includes the base bid and Alternate 1.  Mr. Prince moved to award the demolition and removal of 550-552 and 548 W. Sixth Street to Indiana Earth for $22,430.00.  Mr. Watson seconded; motion carried.

 

Engineering Director Gary West indicated that the bids opened on May 25 for Holy Cross Parkway Lift Station Force Main, Phase IIE, have been reviewed by the City’s consultant who recommended this project be awarded to HRP Construction, the lowest responsive, responsible bidder for $2,270,438.00 and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. West presented Change Order #1 from Carson & Roberts for River Crossing 2 Expansion for an increase of $162,814.60 for a new contract amount of $2,912,054.31 and moved for its approval.  Mr. Prince seconded; motion carried.

 

Mr. West presented Change Order #1 from HRP Construction, Inc. for Milburn Area Sewer Improvements, Divisions “B” and “D” for an increase of $128,930.00 for a new contract amount of $2,905,930.00 and moved for its approval.  Mr. Watson seconded; motion carried.

 

Approval of Claims:

Mr. Watson moved to approve eighteen (18) Claim Dockets for Utilities and Civil City as submitted by City Controller Yvonne Milligan for a total amount of $3,456,910.66.  Mr. Prince seconded; motion carried. 

 

Approval of SRF Pay Applications:

There were no applications to approve.

 

New Business:

A request from Mr. Paul Gurson of Yakety-Yak Café to block Center Street between Fourth Street and the alley to the south for a “Summer Street Party” at 701 W. Fourth Street on Saturday, July 24, 2010 between the hours of 2:00 pm and 10:00 pm was taken under advisement.

A request from residents to close Anchor Court from Anchor Drive to Sail Drive on July 3, 2010 from 6:00 p.m. to 12:00 p.m. for a block party was taken under advisement.

 

A request from Mr. Barry Harding of the Office Lounge, 1813 E. 12th Street, to host a Hog Roast on Saturday, August 14, 2010 from 4:00 p.m. to 10:00 p.m.  Mr. West moved to approve this request subject to the standard conditions regarding public safety and noise control.  Mr. Prince seconded; motion carried.  Mr. West also indicated the parking lot should be cordoned off using yellow tape as barricades will not be available from the City.

 

Old Business:

A request to close various downtown streets around Beutter Park on Saturday, June 26, 2010, from 6:00 a.m. to 11:30 p.m. for SummerFest remains under advisement.

 

Unfinished Business:

There being no additional business brought before the Board, the meeting was adjourned at
