REDEVELOPMENT COMMISSION MEETING

December 13, 2010

 

The regular meeting of the City of Mishawaka Redevelopment Commission was called to order at 6:30 p.m., Monday, December 13, 2010, in Room 205, City Hall, 600 East Third Street, Mishawaka, Indiana.  Commissioners Eberhart, O’Dell, Troiola, Mammolenti, Gebo, and Stillson were present.  Also in attendance:  Lory Timmer, Community Development Director.

 

Commissioner Gebo moved to approve the minutes of the November 22, 2010 meeting.  Commissioner Troiola seconded; motion carried.

 

Ms. Timmer presented the following updates to the Commission:

TIF UPDATES

 

114 West Mishawaka Avenue - Demolition

Demolition is complete.  The wall of the neighboring 7-Eleven has been repaired and painted.  Seeding will take place in the spring.  The City is in discussions with the convenience store about acquiring the land for additional parking.

 

Main Street Improvements, Phase III - Mishawaka Avenue to Battell Street

The construction of the southbound lanes of Main Street is complete and Main Street has reopened to one-lane traffic.  Left turns are still not allowed.  The northbound lanes will be completed in the Spring of 2011.

 

River Crossing 2

This project is complete.

 

Holy Cross Parkway Lift Station Forcemain, Phase IIE

Winter weather set in before the contractor could complete the asphalt and landscape restoration.  Temporary asphalt was installed at the intersection of Chestnut and Russ so that this intersection could be reopened to traffic throughout the winter.  In the spring of 2011 new asphalt will be placed and landscape restoration will be completed.

Douglas Road Medical Park, Ph. II

Bid specifications are currently under review.

 

Fir Road Expansion, Ph. I (Between the Toll Road Bridge and Cleveland Road)

The topographic survey of Fir Road is currently underway.

 

Mishawaka Avenue Bridge / Merrifield Park Connector

The Mishawaka Avenue Bridge opened the afternoon of Friday, December 10th. Temporary paint has been placed on the lanes.  Permanent lights will be installed December 21st.   The Contractor will have periodic lane closures on the bridge over the next 1-2 weeks.  However, traffic will be flagged during those periods so that the bridge remains open.

 

413 N. Cedar Street

The Department expects to purchase this property by Christmas for the amount of $237,600.  The intention is to demolish the structure, along with 421 N. Cedar Street, in the Spring of 2011.  Options for the cleared site are being discussed.

 

NEIGHBORHOOD PROGRAMS

 

Neighborhood Stabilization Program (NSP) Grant

Mishawaka River Center Apartments:  Asbestos abatement continues.  Asbestos-containing baseboards have been removed, and asbestos material is being ground out of the staircases.  Abatement activities have lead to more asbestos being discovered in utility rooms around electrical boxes, so that material will be removed, also.

 

As was mentioned at last month’s meeting, on November 17th a construction manager from the Indiana Housing and Community Development Authority (IHCDA) inspected the building.  His purpose was to determine that what the City claimed had to be done to the building in our Capital Needs Assessment (CNA) really does need to be done.  The City received official notice this morning that the inspector was satisfied that the CNA was accurate.

 

The Mishawaka Furniture signs on the front of the building will be removed the week of December 13th, weather permitting.  The former owner has decided not to take the signs,

 

NSP Target Neighborhood:  To date the Department has demolished 14 of the 17 structures that were acquired, and the following work is taking place:

            530 W. 6th - Construction of a Habitat house is complete; family has moved in

            327 Milburn Ct - Habitat house under construction (Notre Dame build)

            501 W. 6th - Jeff Moser constructing a First Time Homebuyer house

            717 W. 7th - Rehab work has begun

            718 W. 7th - Rehab work has begun

            313 W. 8th - Rehab work has begun

 

A building inspector from the Indiana Housing and Community Development Authority (IHCDA) inspected the home at 530 W. 6th Street on December 9th.  Every house that the Department builds or rehabilitates using NSP funds is required to be inspected at completion by IHCDA to ensure that it meets minimum building standards, and the Sixth Street house met those standards.

 

Quotes for the demolition of 802 W. Seventh Street, 231 E. Ninth Street and 203 W. Eleventh Street will be received by the Board of Public Works on December 21st.  802 W. Seventh will be replatted with 513 S. Taylor into one buildable lot, then donated to Habitat for Humanity.  231 E. Ninth will be donated to Habitat for Humanity, and 203 W. Eleventh will be used for the First Time Homebuyer Program.

 

West Sixth Street and Wells Street

Bids will be opened at the December 14th meeting of the Board of Public Works and Safety for demolition of the structures located at 422 S. Wells Street and 546 West Sixth Street.  Demolition is expected to take place the first week of January.  Two structures on that corner were demolished earlier in the year.  When the site is completely cleared, it will be replatted into two lots.  Those parcels will be donated to Habitat for Humanity for construction of two 2-story homes in 2011.

 

 

FIRST TIME HOMEBUYER PROGRAM

Jeff Moser is expected to complete the house at 501 W. 6th Street by the end of December.

 

The Department has recently had a lot of difficulty getting our clients qualified for a private mortgage.  Program Coordinator Dave Thomas and Ms. Timmer met with Horizon Bank to discuss the possibility of partnering with them on the program.  Mr. Thomas took an applicant to Horizon Bank that the Department thought was an excellent candidate for the First Time Homebuyer program, but who had been turned down by 1st Source and Mutual Bank.  Horizon will give a decision soon.

 

RELEASE OF MORTGAGE

The terms and conditions of the five-year Lead Retention Agreement for 214 Towle Avenue have been satisfied.  The Commission released the Retention Agreement for that property.

 

ANYTHING BROUGHT BEFORE THE COMMISSION

The Date of January 3, 2011 was set for the Annual Organizational Meeting.  This is a required meeting in which officers for 2011 are elected and Mr. Gourley’s law contract with the Commission is reviewed and voted upon.

 

NEXT MEETING

The next regular meeting of the Redevelopment Commission will be Monday, January 24th, 2011 at 6:30 p.m. in room 205.
