REGULAR MEETING OF THE MISHAWAKA

BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD

April 12, 2011

 

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:03 a.m.  All members were present.  Mr. Prince moved to dispense with the reading of the minutes of April 5, 2011, and accept them as circulated.  Mr. Watson seconded; motion carried.

 

Bid Openings:

There were no bid openings.

 

Mayor’s Comments:

Mayor Wood indicated a brief staff meeting would follow today’s Board meeting.

 

Department Head Reports:

Building Commissioner Brock Hundt presented the Building Department statistics for the month of March.  He indicated permits were issued for six (6) new single family homes for a total of eight (8) this year.  Also, permits for three (3) suites at Allied Physicians (former University Commons Shopping Center) totaling $1.5 million in construction have also been issued.

 

Park Superintendent Mike Faulkner requested the Board’s approval to award the bid for the purchase of thirty (30) 2011 electric powered Club Car Golf Carts to Midwest Golf and Turf, the lowest, most responsive and responsible bidder, and only bidder, for the base bid of $114,000.00, minus trade-in allowance of $31,250.00 for twenty-five (25) 2007 electric powered Club Car Golf Carts for a total award amount of $82,750.00.  Mr. Prince moved to approve as presented.  Mr. Watson seconded; motion carried.

 

Sewer Maintenance Department Manager Tom Dolly requested the Board’s approval to award the bid for the retro-fit of City-owned high cube 14’ van with Cues Closed Circuit Video Pipeline Inspection Equipment to Brown Equipment Company, Ft. Wayne, the lowest, most responsive and responsible bidder, and only bidder, in the amount of $193,000.00.  Mr. Watson moved to approve as present.  Mr. Prince seconded; motion carried.

 

City Planner Ken Prince requested the Board award the Merrifield Park Entrance Improvements to Casteel Construction Corp., the lowest, most responsive and responsible quoter, for the base amount of $30,700.00 plus Alternates #1, #2, and #3 of $26,100.00 for a total not-to-exceed award amount of $56,800.00 and moved for its approval.  Mr. Watson seconded; motion carried.

 

Engineering Director Gary West presented an Amendment to the Motorola 800 MHz Radio Service Agreement dated November 30, 2010 to reduce the contract by $34,963.80 for a new grand total of $478,699.44 due to a new ASTRO 25 Software Maintenance Agreement and moved for its approval.  Mr. Watson seconded; motion carried.

 

Approval of Claims:

There were no claims to approve.

 

Approval of SRF Payments:

There were no applications to approve.

 

 

 

Hearings:

Mr. West indicated a public hearing for Grievance 2011-1 filed by the Mishawaka Professional Firefighters Local #360 will be held on April 26, 2011 at 11:00 a.m. in Council Chambers.

 

New Business:

Mr. West said a request for disabled parking permit has been received from the resident at 213 E. 13th Street.  This request has been reviewed by the Mishawaka Police Department’s Traffic Bureau.  Upon its review, the Police Department recommends that this application be approved.  Mr. West moved to approve the disabled parking request as presented.  Mr. Watson seconded; motion carried.

 

Old Business:

A request from Salsa’s Mexican Restaurant to hold a Cinco De Mayo Celebration, Thursday, May 5 – Saturday, May 7, from 2:00 p.m. to midnight each day, has been withdrawn.

 

A request from Pone Express to close the 1600 block of Milburn Boulevard Saturday July 23, 2011 for a fund raiser remained under advisement.

 

Open Items:

Grievance Hearings #10-01 and #10-02 originally scheduled for February 22, 2011 have been continued indefinitely until such a date that the City’s witness is available.

 

Unfinished Business:

There being no additional business brought before the Board, the meeting was adjourned at 10:21 a.m.
