BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD

November 1, 2011

 

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:03 a.m.  Mr. Watson was absent.  Mr. Prince moved to dispense with the reading of the minutes of October 25, 2011, and accept them as circulated.  Mr. West seconded; motion carried.

Mayor’s Comments:

Mayor Wood indicated a brief staff meeting would follow today’s Board meeting.

 

Department Head Reports:

Fire Chief Dale Freeman announced that Joshua Ganger had successfully completed the written Firefighters Aptitude Examination, the Physical Agility Test administered by the Mishawaka Firefighter Pension Board as well as the medical and psychological testing required for becoming a member of the Mishawaka Fire Department.  He also recommended that he be approved for probationary employment effective November 1, 2011.  Mr. Prince moved that Joshua Ganger be approved for probationary employment effective November 1, 2011.  Mr. West seconded; motion carried.

 

Mayor Wood swore in Joshua Ganger as Probationary Firefighter for the Mishawaka Fire Department effective November 1, 2011.

 

Chief Freeman also presented Findings of Fact from Pension Board Hearing for Firefighter Michael Harris.  Mr. West indicated no Board action was required.

 

Building Commissioner Brock Hundt presented the Building Department statistics for the month of October, 2011.  He indicated permits were down about 300 from this time last year and estimated construction costs are also down approximately $8,000,000.00 from last year.

 

Park Superintendent Terry Zeller submitted a request to remove one tree and stump in the right of way at 719 E. Third Street.  The tree has been analyzed and recommended for removal by the Park Department Landscaper.  Mr. Prince moved to approve as presented.  Mr. West seconded; motion carried.

 

Electric Division Manager Tim Erickson requested the Board declare thirty-seven (37) non-functioning transformers in inventory as salvage.  Mr. Erickson said the transformers will be sold for $4.10 per KVA and will generate a total of $10,319.70.  Mr. Prince moved to approve as presented.  Mr. West seconded; motion carried.

 

Ken Prince, City Planner presented a Professional Service Agreement with Lawson-Fisher Associates for topographic survey of Central Park Connector Road for a not-to-exceed amount of $12,500.00 and moved for its approval.  Mr. West seconded; motion carried.

 

Mr. Prince also requested the Board authorize the receipt of bids for the demolition and removal of 1002 Prospect Drive to be opened Monday, November 15, 2011, and moved for its approval.  Mr. West seconded; motion carried.

 

Engineering Director Gary West presented Change Order No. 2 Final from Insituform Technologies for the Northwest Trunk Gravity Sewer Rehabilitation Project for an increase of $354,058.50 for a final contract amount of $964,474.50 and moved for its approval.  Mr. Prince seconded; motion carried.

 

Approval of Claims:

Mr. Prince moved to approve fifteen (15) Claim Dockets for Utilities and Civil City as submitted by City Controller Yvonne Milligan for a total amount of $4,167,740.50.  Mr. West seconded; motion carried

 

Approval of SRF Pay Applications:

Mr. Prince moved to approve the Final payment to Mason Engineering & Construction for the Turbo Engine Blower and release of retainage in the amount of $4,297.00.  Mr. West seconded; motion carried.

 

Mr. Prince moved to approve SRF - Disbursement Request #144 from Greeley & Hansen LLC for professional engineering services at WWTP in the amount of $222.00.  Mr. West seconded; motion carried.

 

Hearings:

Mr. West moved to schedule the disciplinary hearing for Cpl. Willie Davis for Tuesday, December 13, 2011, at 12:30 p.m. in Council Chambers.  Mr. Prince seconded; motion carried.

 

New Business:

Requests for disabled parking spaces have been received from the residents at 118 W. Battell Street and 724 Somerset Avenue.  These requests have been reviewed by the Mishawaka Police Department’s Traffic Bureau.  Upon their review, the Police Department recommends that these applications be approved.  Mr. West moved to approve the disabled parking requests as presented.  Mr. Prince seconded; motion carried

 

A request for disabled parking space has been received from the resident at 806 W. 4th Street.  This request has been reviewed by the Mishawaka Police Department’s Traffic Bureau.  Upon their review, the Police Department recommends that his application be denied due to the availability of off-street parking.  Mr. West moved to deny the request.  Mr. Prince seconded; motion carried.

 

A request was received from Reverewood in “The Woods” to hold their annual candlelight walk with luminaries on Saturday, December 10, 2011 between 5:00 p.m. and 9:00 p.m. (alternate date December 11, 2011).  Mr. West moved to approve.  Mr. Prince seconded; motion carried.

 

Mr. West moved to move next week’s Board of Works meeting to Thursday, November 10, 2011 at 10:00 a.m. due to City Hall being closed on November 8 for election day.  Mr. Prince seconded; motion carried.

 

Old Business:

A request to plant eight (8) fruit trees of varying types at 138 Edgar Street continued under advisement.

 

 

Unfinished Business:

There being no additional business brought before the Board, the meeting was adjourned at 11:08 a.m.
