BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:03 a.m.  All members were present.  Mr. Prince moved to dispense with the reading of the minutes of February 21, 2012, and accept them as circulated.  Mr. Watson seconded; motion carried.

One bid was opened for two (2) fairway mowers for Eberhart Golf Course and is summarized below:

Mayor’s Comments:

Mayor Wood indicated there would be a staff meeting following today’s Board meeting.

 

Department Head Reports:

Mishawaka Utilities Water Division Manager Bruno Trimboli requested the Board authorize the receipt of bids for three (3) new 2012/13 one ton 4WD extended-cab utility trucks with heavy duty service body to be opened March 20, 2012.  Mr. Prince moved to approve as presented.  Mr. Watson seconded; motion carried.

 

City Planner Ken Prince requested the Board approve the buy-sell agreement for 909 Grand Boulevard in the amount of $63,500.00 and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. Prince presented an Escrow Agreement with Ziolkowski Construction for Mishawaka River Center Apartment Project and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. Prince requested the Board authorize Wightman Petrie to supervise tree and brush removal on City property in Central Park adjacent to Center of Hospice property, subject to proper bonding and insurance, and moved for its approval.  Mr. Watson seconded; motion carried.

 

Engineering Director Gary West presented Supplement No. 1 with Lawson-Fisher Associates for Milburn Boulevard Improvement Project, Division “C”, for a reduction of $30,392.34 for a new not-to-exceed amount of $158,907.66, and moved for its approval.  Mr. Watson seconded; motion carried.

 

 

Mr. West presented Supplement No. 1 with Lawson-Fisher Associates for Milburn Boulevard Improvement Project, Divisions, “B”, “D”, and “E”, for a reduction of $35,500.00 for a new not-to-exceed amount of $388,800.00, and moved for its approval.  Mr. Prince seconded; motion carried.

 

Mr. West presented Supplement No. 2 with Lawson-Fisher Associates for Northwest Trunk Gravity Sewer Rehabilitation for an increase of $13,500.00 for a new not-to-exceed amount of $144,986.00, and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. West presented a Professional Service Agreement with Lawson-Fisher Associates for design and construction administration services for multiple CIPP projects for a not-to-exceed amount of $397,000.00 and moved for its approval.  Mr. Prince seconded; motion carried.

 

Mr. West presented a Professional Service Agreement with Danch Harner & Associates for engineering services for the rezoning of 2321 N. Main Street for the not-to-exceed amount of $1,525.00, and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. West presented Supplement No. 1 with DLZ for land acquisition services for University Drive Sanitary Forcemain Sewer Easements for a reduction of $2,250.00 for a new not-to-exceed amount of $49,250.00, and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. West presented Supplement No. 1 with DLZ for Bennington Drive Extension for an increase of $34,000.00 for a new not-to-exceed amount of $113,000.00, and moved for its approval.  Mr. Prince seconded; motion carried.

 

Mr. West presented Change Order #3 for T-33433, Dragoon and Logan Signal upgrade, to extend project completion date to May 12, 2012, and moved for its approval.  Mr. Watson seconded; motion carried.

 

And finally, Mr. West presented a Certificate of Substantial Completion for the work on Juday Creek Forcemain Rehab, Division “B”, that HRP Construction Company, Inc. has completed, and moved for its approval.  Mr. Prince seconded; motion carried.

 

Approval of Claims:

There were no claims to approve.

 

Approval of SRF Pay Applications:

Mr. Watson moved to approve SRF - Disbursement Request #61 from Lawson-Fisher Associates for engineering services for Juday Creek Forcemain Rehab in the amount of $1,546.00.  Mr. Prince seconded; motion carried

 

New Business:

Mr. Prince moved to approve a request for renewal of Secondhand Store License from Clothes Mentor, 5930 Grape Road.  Mr. Watson seconded; motion carried.

 

Mr. Watson moved to approve a request for renewal of Secondhand Store License from Once Upon a Child, 5936 Grape Road.  Mr. Prince seconded; motion carried.

 

Mr. Prince requested the Board award the contract for demolition and removal of 511 W. 6th Street to Torok Excavating, the lowest most responsive, responsible, quoter in the amount of $12,599.00, and moved for its approval.  Mr. Watson seconded; motion carried.

 

 

Unfinished Business:

There being no additional business brought before the Board, the meeting was adjourned at 10:53 a.m.
