REGULAR MEETING OF THE MISHAWAKA

BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD

April 3, 2012

 

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:03 a.m.  All members were present.  Mr. Prince moved to dispense with the reading of the minutes of March 27, 2012, and accept them as circulated.  Mr. Watson seconded; motion carried.

 

Bid Openings:

There were no bid openings.

 

Mayor’s Comments:

Mayor Wood introduced Dave Thomas as the new Director of Community Development.

 

Department Head Reports:

Police Chief Ken Witkowski requested the Board award the bids for accessories for up to eight patrol cars as follows:  Waymire A.P.S. for items #1, #6, #7, #8, #9, #12, #13, and #14 for a total award of $17,816.72; and Steven R. Jenkins for items #2, #3, #4, #5, #10, and #11 for a total award of $4,537.54.  Mr. Watson moved to approve as presented.  Mr. Prince seconded; motion carried.

 

Park Superintendent Terry Zeller submitted a request to trim or remove one tree in the right of way at 112 E. 12th Street.  The tree has been analyzed and recommended for trimming or removal by the Park Department Landscaper.  Mr. Prince moved to approve as presented.  Mr. Watson seconded; motion carried.

 

City Planner Ken Prince requested the Board authorize the receipt of quotes for the demolition and removal of 513 E. Broadway Street to be opened on Tuesday, April 17, 2012, and moved for its approval.  Mr. Watson seconded; motion carried.

 

Engineering Director Gary West presented Change Order No. 1 from Insituform for Milburn Area Sewer Improvements, CIPP Phase I, for a decrease of $102,347.55 for a new contract amount of $2,585,869.35 and moved for its approval.  Mr. Prince seconded; motion carried.

 

Mr. West presented Change Order No. 1 from Insituform for Milburn Area Sewer Improvements, CIPP Phase II, for an increase of $69,402.21 for a new contract amount of $1,564,794.41 and moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. West requested the Board accept the following listed contractors for Cured in Place Pipe Lining (CIPP:

 

Main Line Gravity Sewer Lining

-      Inland Waters Pollution Control, Inc.

-      Kenny Construction Co., Inc.

-      Utility Services Authority, LLC

-      Liquiforce Services (USA), Inc.

-      Reynolds Inliner, LLC

-      Insituform Technologies USA, Inc. – provisional as subcontractor only

 

Lateral Lining

-      Young’s Environmental Cleanup, Inc.

-      Performance Pipelining, Inc.

-      Liquiforce Services (USA), Inc.

-      BLD Services, LLC

 

Mr. West moved for its approval.  Mr. Watson seconded; motion carried.

 

Mr. West presented an Escrow Agreement with BLD Services, LLC, for Milburn Area Sewer Improvements, Lincolnway West Lateral Lining, and moved for its approval.  Mr. Prince seconded; motion carried.

 

Approval of Claims:

Mr. Prince moved to approve seventeen (17) Claim Dockets for Utilities and Civil City as submitted by City Controller Yvonne Milligan for a total amount of $2,239,647.90.  Mr. Watson seconded; motion carried.

 

Approval of SRF Pay Applications:

There were no applications to approve.

 

Old Business:

Mr. Watson moved to approve a request from Yakety-Yak Café to close Center Street between Fourth Street and the south alley on Saturday, May 19, 2012, from 1:00 p.m. to 9:00 p.m. for a “Spring Fling” subject to the normal conditions of approval for noise and public safety.  Mr. Prince seconded; motion carried.

 

A request to close the 100 block of East Colfax, and a noise ordinance waiver, between 1:00 p.m. to midnight on Saturday, May 19, 2012, for a birthday party continued under advisement.

 

Hearing for Police Officer Gregory Carr set for April 3, 2012, at 11:00 a.m. in Room 106.

 

Unfinished Business:

There being no additional business brought before the Board, the meeting was adjourned at 10:22 a.m.
