REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD
March 4, 2014

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:03 a.m. All members were present. Mr. Prince moved to dispense with the reading of the minutes of February 25, 2014, and accept them as circulated. Mr. Watson seconded; motion carried.

Mr. West said these bids will be forwarded to the Police Department for their review and consideration.

Mr. West indicated these bids would be forwarded to the Park's Department for their review and consideration.

Mayor’s Comments:
Mayor Wood announced a staff meeting would follow today’s Board meeting.

Department Head Reports:
Fire Chief Dale Freeman announced that Nathan Skoviak has successfully completed the written Firefighters Aptitude Examination, the Physical Agility Test administered by the Mishawaka Firefighter Pension Board as well as the medical and psychological testing required for becoming a member of the Mishawaka Fire Department. He also recommended that he be approved for probationary employment effective March 4, 2014. Mr. Prince moved that Nathan Skoviak be approved for probationary employment effective March 4, 2014. Mr. Watson seconded; motion carried.

Chief Freeman said the Mishawaka Police, Fire, and Parks Departments are requesting the Board approve a Beutter Park 5K Run/Fun Walk on Saturday, April 26, 2014, beginning at 7:00 a.m., with all proceeds from the event being used for the upkeep and improvements of Beutter Park. Mr. Watson moved to approve as presented. Mr. Prince seconded; motion carried.

City Planner Ken Prince on behalf of Community Development Director Dave Thomas presented asbestos abatement agreements with Specialty Systems of South Bend for services as follows: 623 Union, $1,675.00; 619 & 619 ½ Union, $7,750.00; and bat dropping clean up at 2319 Lincolnway East (former Fire Station #4), $750.00, and moved for their approval. Mr. Watson seconded; motion carried.

Engineering Director Gary West requested the Board award the contract for University Drive Lift Station Improvements to Selge Construction Co., Inc., the lowest most responsive and responsible bidder, in the amount of $868,679.20, and moved for its approval. Mr. Prince seconded; motion carried.

Mr. West requested the Board approve plans and authorize the receipt of bids for Milburn Area Improvements Division “J-2” to be opened on April 1, 2014, and moved for its approval. Mr. Watson seconded; motion carried.

Mr. West presented Supplement No. 1 from DLZ for additional engineering, drainage modifications, environmental and Rule 5 compliance for Safe Routes to Schools – Beiger School, for an increase of $10,500.00 for a new not-to-exceed amount of $84,400.00, and moved for its approval. Mr. Prince seconded; motion carried.

Mr. West presented Supplement No. 1 from DLZ for additional engineering, right-of-way research, environmental and Rule 5 compliance for Safe Routes to Schools – Twin Branch School, for an increase of $11,500.00 for a new not-to-exceed amount of $90,900.00, and moved for its approval. Mr. Watson seconded; motion carried.

Approval of Claims:
Mr. Prince moved to approve twenty (20) Claim Dockets for Utilities and Civil City as submitted by City Controller Becky Miller for a total amount of $4,763,686.13. Mr. Watson seconded; motion carried.

New Business:
The Findings of Fact, Conclusions, and Actions in the matter of the discipline of Firefighter Eric Hazen were presented. Mr. Prince moved to terminate the employment of Firefighter Hazen effective March 4, 2014. Mr. Watson seconded; motion carried.

Mr. West moved to approve Summerfest 5K Race on Saturday, June 28, 2014, using various streets. Mr. Prince seconded; motion carried.

Old Business:
Mr. Watson moved to approve the request from Heritage Square to host a St. Patrick’s Day Party on Saturday, March 15, 2014, from 3:00 p.m. to 1:00 a.m. with live music subject to normal conditions of approval. was taken under advisement.

A request for Notice of Recognition of Encroachment submitted by Bethel College for installation of a directional sign on Lowell Avenue continued under advisement.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:47 a.m.
