REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD
October 28, 2014

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:00 a.m. All members were present. Mr. Prince moved to dispense with the reading of the minutes of October 21, 2014, and accept them as circulated. Mr. Watson seconded; motion carried.

Bid Openings:
There were no bid openings.

Mayor’s Comments:
Mayor Wood announced a brief staff meeting would follow today’s Board meeting.

Department Head Reports:
City Planner Ken Prince presented a Professional Service Agreement with Franko Design for Main Street Corridor signage concepts for the not-to-exceed amount of $9,000.00, and moved for its approval. Mr. Watson seconded; motion carried.

Engineering Director Gary West presented a Professional Service Agreement with Brierley Associates, Denver, CO, for specialized LTCP Consulting Services assistance with scoping, layout, and geotechnical and tunnel technical memorandum for the not-to-exceed amount of $140,500.00, and moved for its approval. Mr. Watson seconded; motion carried.

Approval of Claims:
Mr. Watson moved to approve seventeen (17) Claim Dockets for Utilities and Civil City as submitted by City Controller Becky Miller for a total amount of $8,375,785.47. Mr. Prince seconded; motion carried.

New Business:
Mr. Prince moved to approve a request from Mishawaka Catholic School to close the gates at the St. Joseph campus on Spring Street (between 3rd and 4th Streets) on Thursday, October 30, 2014, from 4:30 p.m. to 7:00 p.m. for “Trunk or Treat.” Mr. Watson seconded; motion carried.

Requests for disabled parking spaces have been received from the residents at 131 E. 6th Street, 2536 Milburn Blvd., 205 E. 6th Street, and 202 E. 13th Street. These requests have been reviewed by the Mishawaka Police Department’s Traffic Bureau. Upon their review, the Police Department recommends that the applications be approved. Mr. West moved to approve the disabled parking requests as presented. Mr. Watson seconded; motion carried.

A request for disabled parking space has been received from the resident at 131 E. Leyte Street. This request has been reviewed by the Mishawaka Police Department’s Traffic Bureau. Upon their review, the Police Department recommends this application be denied. Mr. West moved to deny the request. Mr. Prince seconded; motion carried.

Mr. West said due to City Hall being closed for Veteran’s Day, he moved to change the meeting date from Tuesday, November 11, 2014, to Wednesday, November 12, 2014.

Old Business:
A request for Notice of Recognition of Encroachment submitted by Bethel College for installation of a directional sign on Lowell Avenue continued under advisement.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:11 a.m.
