REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD
September 29, 2015

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:01 a.m. All members were present. Mr. Prince moved to dispense with the reading of the minutes of September 22, 2015, and accept them as circulated. Mr. Watson seconded; motion carried.

Bid Openings:
There were no bid openings.

Mayor’s Comments:
Mayor Wood was not available for today’s Board meeting. Mr. West announced a brief staff meeting would follow today’s Board meeting.

Department Head Reports:
Chief Witkowski requested the Board promote Second Class Patrol Officer Nathan Wojtysiak to the rank of First Class Patrol Officer, effective October 2, 2015, as per the Collective Bargaining Agreement between the City of Mishawaka and the Mishawaka Fraternal Order of Police; Article XVII; Section 4 – First Class Patrol Officer Positions. Mr. Prince moved to approve as presented. Mr. Watson seconded; motion carried.

Terry Zeller, Parks Department Superintendent, submitted a request to remove one tree and stump in the tree lawn at 313 W. 16th Street. The tree has been analyzed and recommended for removal by the Park Department Landscaper. Mr. Watson moved to approve as presented. Mr. Prince seconded; motion carried.

Street Commissioner Tim Ryan requested the Board authorize the special purchase of a Terex PH900 Trommel from Brown Equipment Co. in the amount of $71,500.00. Mr. Ryan said the City has the opportunity to purchase the equipment at a 20% savings. Mr. Watson moved to approve as presented. Mr. Prince seconded; motion carried.

Engineering Director Gary West requested the Board accept a 3-year Maintenance Bond from C&E Excavating for Beacon Parkway Improvements to be in effect until August, 2018, and moved for its approval. Mr. Watson seconded; motion carried.

Mr. West presented Change Order No. 1 Final from Selge Construction Co. for 2015 CDBG ADA Infrastructure Improvements for an increase of $10,389.26 for a final contract amount of $290,715.79, and moved for its approval. Mr. Prince seconded; motion carried.

Approval of Claims:
City Controller Rebecca Miller requested approval of nineteen (19) claim dockets in the amount of $6,279,372.33. Mr. Prince moved for approval. Mr. Watson seconded; motion carried.

Public Hearings:
A public hearing for a Transient Merchants License for T. C. Tree Farms was held for the purpose of selling Christmas trees and wreaths at 4917 Grape Road from November 25 through December 25, 2015. No one from T. C. Tree Farms was present, and no one spoke against the license.

Mr. West closed the Public Hearing. Mr. Watson moved that the Board approve the Transient Merchants License for T. C. Tree Farms for the sale of Christmas trees and wreaths from November 25 through December 25, 2015 at 4917 Grape Road. Mr. Prince seconded; motion carried.

New Business:
Mr. West set a hearing for October 6, 2015, for a Second Hand Store License for Julie’s Used Appliances, 2302 Lincolnway West.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:35 a.m.
