REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY/UTILITY BOARD
August 30, 2016

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Gary West at 10:02 a.m. All members were present. Mr. West moved to dispense with the reading of the minutes of August 23, 2016, and accept them as circulated. Mr. Prince seconded; motion carried.

Bid Openings:
There were no bid openings.

Mayor’s Comments:
Mayor Wood invited everyone to attend Heritage Fest this Sunday at Central Park celebrating Mishawaka’s diverse ethnic heritage with food, cultural exhibits, and fireworks rounding out the evening.

Mayor Wood announced a staff meeting would follow today’s Board meeting.

Department Head Reports:
Assistant Fire Chief Jim Schuster on behalf of Chief Woodward announced that Jordan Rutherford has successfully completed the written Firefighters Aptitude Examination, the Physical Agility Test administered by the Mishawaka Firefighter Pension Board as well as the medical and psychological testing required for becoming a member of the Mishawaka Fire Department. He also recommended that he be approved for probationary employment effective August 30, 2016. Mr. Prince moved to approve as presented. Mr. Watson seconded; motion carried.

Mayor Wood swore in Jordan Rutherford as Probationary Firefighter.

Chief Schuster requested the Board promote Firefighter Robert R. Leader from his current rank of Master Firefighter to the rank of Driver/Operator to fill a vacancy in that rank, effective August 30, 2016. Mr. Watson moved to approve as presented. Mr. Prince seconded; motion carried.

Chief Schuster requested the Board accept the voluntary demotion of Captain Andrew Breden to the rank of Master Firefighter, effective August 30, 2016. Mr. Prince moved to approve as presented. Mr. Watson seconded, motion carried.

Police Chief Ken Witkowski requested the Board promote Sgt. Scott Parker, assigned to the Traffic Division, to the rank of Lieutenant to fill the vacancy created when Officer Russ Haimbaugh was promoted to Services Division Chief, effective August 30, 2016. Mr. Watson moved to approve as presented. Mr. Prince seconded; motion carried.

City Planner Ken Prince presented a request from Mishawaka Catholic Schools to install ten (10) light pole banners at St. Monica School along Mishawaka Avenue at locations shown on the map in proposal, and moved for its approval. Mr. Watson seconded; motion carried.

Engineering Director Gary West requested the Board award the contract for demolition of 1516 N. Main Street to R & R Excavating, Mishawaka, the lowest most responsive and responsible quoter, in the amount of $16,083.00, and moved for its approval. Mr. Watson seconded; motion carried.

Approval of Claims:
City Controller Rebecca Miller requested approval of twenty (20) claim dockets in the amount of $8,188,061.82 for approval. Mr. Prince moved to approve as presented. Mr. Watson seconded; motion carried.

New Business:
A request was received from United Health Services to hold the “Race to Save Lives” 5K/10K walk/run on Saturday, November 5, 2016, from 9:00 a.m. to 10:30 a.m., beginning and ending at St. Joseph Regional Medical Center. Mr. Watson moved to approve subject to County approval of the route and United Health Services providing a Certificate of Liability naming the City of Mishawaka as an additional insured. Mr. Prince seconded; motion carried.

Requests for disabled parking spaces have been received from the residents at 402 W. 13th Street and 214 Towle Avenue. These requests have been reviewed by the Mishawaka Police Department’s Traffic Bureau. Upon their review, the Police Department recommends these applications be approved. Mr. West moved to approve the disabled parking requests as presented. Mr. Prince seconded; motion carried.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at
10:20 a.m.
