REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY / UTILITY BOARD
March 14, 2017

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Ken Prince at 10:00 a.m. All members were present. Mr. Watson moved to dispense with the reading of the minutes of March 7, 2017, and accept them as circulated. Ms. Miller seconded; motion carried.

Bid/Quote Openings:
One bid was received for 1-ton chassis with dump body for the Parks Department and is summarized below:

Mayor’s Comments:
Mayor Wood thanked everyone who was involved in preparing this year’s State of the City.

Mayor Wood announced a staff meeting would follow today’s Board meeting.

Department Head Reports:
Assistant Police Chief Jason Stefaniak on behalf of Chief Witkowski requested the Board promote Second Class Patrol Officer Jonathon Phipps to the rank of First Class Patrol Officer, effective March 18, 2017. Ms. Miller moved to approve as presented. Mr. Watson seconded; motion carried.

Park Superintendent Phil Blasko submitted a request to remove one tree and stump in the tree lawn at 730 Indiana Avenue. The tree has been analyzed and recommended for removal by the Park Department Landscaper. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

City Engineer/Director Chris Jamrose requested the Board authorize the receipt of bids for 2017 Curb and Sidewalk Program to be opened April 4, 2017. Ms. Miller moved to approve as presented. Mr. Watson seconded; motion carried.

City Controller Rebecca Miller presented a Rental Service Agreement with Cintas with pricing per U.S. Communities Corporate Contract for a period of thirty-six (36) months, and moved for its approval. Mr. Watson seconded; motion carried.

City Planner Ken Price requested the Board authorize the receipt of quotes for the demolition and removal of residential buildings located at 2724 Lincolnway West and 108 Strathmoor to be opened March 28, 2017, and moved for its approval. Mr. Watson seconded; motion carried.

Mr. Prince presented an agreement with Victor Riley for wood sculptures at Merrifield Park for the not-to-exceed amount of $20,000.00, and moved for its approval. Ms. Miller seconded; motion carried.

Approval of Claims:
City Controller Rebecca Miller presented nineteen (19) claim dockets in the amount of $3,548,084.26, and moved for their approval. Mr. Watson seconded; motion carried.

New Business:
A request from Quality Dining for a Waiver of the Noise Ordinance for a Cinco De Mayo Tent Party at Chili’s, 4810 Grape Road, on Friday, May 5, 2017, from 4:00 p.m. to 10:00 p.m. with food, alcohol, and live music. Mr. Watson moved to approve subject to normal conditions of approval relative to public safety. Mr. Watson moved to approve. Ms. Miller seconded; motion carried.

A request from Mishawaka Lions Club to host a blood drive for South Bend Medical Foundation in the west parking lot of the Police Station near the intersection of Church and Main on Thursday, March 30, 2017, from 3:00 p.m. to 7:00 p.m. Mr. Prince moved to approve subject to the location of all advertising and trailer being approved by the Police Department and any signage being approved by Planning. Mr. Watson seconded; motion carried.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:13 a.m.
