REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY / UTILITY BOARD
May 2, 2017

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Ken Prince at 10:00 a.m. All members were present. Mr. Watson moved to dispense with the reading of the minutes of April 25, 2017, and accept them as circulated. Ms. Miller seconded; motion carried.

Bid Opening:
There were no bid openings.

Mayor’s Comments:
Mayor Wood reminded everyone of the annual National Day of Prayer on Thursday, May 4, 2017, at Battell Center at 12:00 p.m.

Mayor Wood said Board Members and Department Heads are invited to plant seeds at the Hill Street Community Garden today at 11:30.

Department Head Reports:
Police Chief Ken Witkowski announced that Harold “Kurt” Yost has successfully completed all department testing and investigation, doctor’s physical examination and approval by the Police Pension Board, and recommended he be sworn in as Probationary Patrol Officer. Mr. Watson moved for the approval of Recruit Yost to be sworn in as Probationary Patrol Officer effective May 2, 2017. Ms. Miller seconded; motion carried.

Mayor Wood swore in Recruit Yost.

Fire Chief Bryon Woodward requested the Board promote Firefighter Mike Zirille from his current rank of Master Firefighter to the rank of Driver/Operator to fill a vacancy in that rank, effective April 18, 2017. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

City Engineer/Director Chris Jamrose requested the Board award the contract for Patch, Mill, and Overlay of Grape Road from Day Road to Indian Ridge Blvd to Walsh & Kelly, South Bend, IN, the lowest most responsive and responsible bidder, for the base bid of $867,998.63 plus alternate #2 for $13,695.00, alternate #3 for a deduct of ($30,000.00), and alternate #4 of $12,000.00 for a total award of $863,693.63. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Ms. Jamrose requested the Board approve plans and authorize the receipt of bids for Patch, Mill, and Overlay of Dragoon Trail from Montgomery Road to Wenger Avenue including Byrkit Avenue from Eadus Street to Dragoon Trail, to be opened May 23, 2017. Ms. Miller moved to approve as presented. Mr. Watson seconded; motion carried.

City Planner Ken Prince presented a Notice of Recognition of Encroachment for Steele Stadium at Mishawaka High School for two (2) light pole bases along Gernhart Avenue, and moved for its approval. Mr. Watson seconded; motion carried.

Mr. Prince requested the Board authorize the receipt of quotes for the demolition and removal of structures as 1207 and 1209 Union Street (former Papa Joe’s restaurant and adjacent residence) to be opened on May 16, 2017, and moved for its approval. Ms. Miller seconded; motion carried.

Approval of Claims:
There were no claims to approve.

New Business:
A request for a Waiver of Noise Ordinance from Evil Czech, 3703 N. Main Street, to hold a Liberation Day Event Fundraiser for Miller’s Vets on Saturday, May 6, 2017, from 4:00 p.m. to 11:00 p.m. The event also marks the opening of the beer garden. The requests includes the ability to discharge the gun from the military tank on display (blanks) and firing of machine gun as well. Mr. Watson moved to approve subject to only shooting two (2) rounds from the tank gun and two rounds from the machine gun, and receiving a copy of the letter Evil Czech will provide to adjoining properties of the intent. Mr. Prince seconded; motion carried.

Open Items:
Utility Board Hearing for May 16, 2017, at 11:00 a.m. in the Council Chambers for Weesner Utility complaint.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:22 a.m.
