REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY / UTILITY BOARD
May 9, 2017

 

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by President Ken Prince at 10:00 a.m. All members were present. Mr. Watson moved to dispense with the reading of the minutes of May 2, 2017, and accept them as circulated. Ms. Miller seconded; motion carried.

Bid Opening:
Bids were opened for Milburn Area Improvements Division “K” (Queensboro) and “M” (Hendricks) and are summarized below:

Mr. Prince said these bids would be forwarded to the consultant for their review and evaluation.

Mayor’s Comments:
Mayor Wood said today is Giving Tuesday and the Community Foundation of St. Joseph County will match donations.

Mayor Wood announced a staff meeting would follow today’s Board meeting.

Department Head Reports:
Police Chief Ken Witkowski presented Lt. Craig Nowacki and Pfc. Zachary DeGeyter as Police Officers of the 1st Quarter – 2017.

Fire Chief Bryon Woodward announced that Nicholas Allen and Austin Borlik had successfully completed the written Firefighters Aptitude Examination, the Physical Agility Test administered by the Mishawaka Firefighter Pension Board as well as the medical and psychological testing required for becoming a member of the Mishawaka Fire Department. He also recommended that they be approved for probationary employment effective May 9, 2017. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Mayor Wood swore in Nicholas Allen and Austin Borlik as Probationary Firefighters.

Water Division Manager Dave Majewski requested the Board authorize the receipt of bids for one (1) new ¾ ton regular cab pick-up truck to be opened May 30, 2017. Ms. Miller moved to approve as presented. Mr. Watson seconded; motion carried.

City Engineer/Director Chris Jamrose presented a Professional Services Agreement with DLZ for construction services for Grape Road, Dragoon Trail, and McKinley Avenue mill and overlay projects for the not-to-exceed amount of $161,720.00. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Ms. Jamrose requested the Board approve plans for construction of public infrastructure for The Villas at Reverewood Phase Three. Ms. Miller moved to approve as presented. Mr. Watson seconded; motion carried.

City Planner Ken Prince presented a Professional Services Agreement with H.J. Umbaugh & Associates for advisory and accounting services for proposed Ironworks bonds for the not-to-exceed amount of $70,000.00, and moved for its approval. Mr. Watson seconded; motion carried.

Approval of Claims:
City Controller Rebecca Miller presented twenty-two (22) claim dockets in the amount of $3,399,067.27, and moved for their approval. Mr. Watson seconded; motion carried.

New Business:
A request for renewal of a Tattoo and/or Body Piercing License has been received from Peggie O’Neil, 4609 Grape Road, Ste D-9, for the application of permanent makeup. Mr. Prince moved for its approval. Ms. Miller seconded; motion carried.

A request for renewal of Secondhand Store License has been received from Mowers & More, 3925 Fir Road. Mr. Prince moved to approve as presented. Mr. Watson seconded; motion carried.

A request to close Saint Lo Avenue on Saturday, July 15, 2017, for a Normain Heights Neighborhood picnic from 12:45 p.m. to 5:00 p.m. Mr. Watson moved to approve subject to normal conditions of approval for public safety. Ms. Miller seconded; motion carried.

Open Items:
Utility Board Hearing for May 16, 2017, at 11:00 a.m. in the Council Chambers for Weesner Utility complaint.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:30 a.m.
