REGULAR MEETING OF THE MISHAWAKA
BOARD OF PUBLIC WORKS AND SAFETY / UTILITY BOARD
August 15, 2017

  

The regular meeting of the Board of Public Works and Safety/Utility Board was called to order by Vice President Rebecca Miller at 10:00 a.m. All members were present except Mr. Prince. Clerk Myers was absent. Mr. Watson moved to dispense with the reading of the minutes of August 8, 2017, and accept them as circulated. Ms. Miller seconded; motion carried.

Bid/Quote Openings:
Bids were opened for Castle Manor Renovation and are summarized below:

Ms. Miller said these bids would be forwarded to the Consultant for their review and evaluation.

Quotes were received for the demolition and removal of 209 N. Cedar St. and are summarized below:

Ms. Miller said these quotes would be forwarded to the Redevelopment Department for their review and evaluation.

Mayor’s Comments:
Mayor Wood reminded all citizens of the City of Mishawaka that today is the first day of school, and kids are again walking to and from schools. All drivers are reminded to drive with caution. Mayor Wood thanked the Police and Fire Departments for again being present in the school zones with Operation Cool Your Jets.

Mayor Wood announced a staff meeting would follow today’s Board meeting.

Department Head Reports:
Chief Ken Witkowski requested the Board accept the voluntary retirement of Robert Pawlowski who has served the Mishawaka Police Department for 40 years, effective August 17, 2017. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Chief Witkowski requested the Board accept the voluntary resignation of Adam Northcutt to be effective August 12, 2017. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Park Superintendent Phil Blasko submitted a request to remove one tree in the tree lawn at 2604 Milburn Blvd. and one tree in the tree lawn at 923 Calhoun. The trees have been analyzed and recommended for removal by the Park Department Landscaper. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Water Division Manager Dave Majewski requested the Board approve an addition to a Watermain Extension Agreement with Thompson Thrift Development to serve The Reserve by Watermark for an increase of $31,168.16 for a total amount of $455,069.22. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

City Engineer/Director Chris Jamrose requested the Board authorize the receipt of bids for 2017 CDBG Infrastructure Improvements, Phase III, to be opened September 5, 2017. Mr. Watson moved to approve as presented. Ms. Miller seconded; motion carried.

Approval of Claims:
City Controller Rebecca Miller presented nineteen (19) claim dockets in the amount of $3,300,791.21, and moved for their approval. Mr. Watson seconded; motion carried.

Hearings:
Ms. Miller moved that the Board set a Tattoo and Body Piercing Permit Hearing for Tuesday, August 22, 2017 at 10:00 a.m for Crowned Raven Studios to operate at 2826 Lincolnway East including two employees: Valerie Turner, tattoo artist and body piercer, and Tyler Owens, tattoo artist. Mr. Watson seconded; motion carried.

New Business:
Mr. Watson moved to approve a request from Church of Pentecost, 526 W. Edison Rd., to use its front yard for an outdoor worship service including live music on Sunday, August 27, 2017 from 9:00 a.m. to 2:00 p.m., subject to normal conditions of approval for public safety. Ms. Miller seconded; motion carried.

Unfinished Business:
There being no additional business brought before the Board, the meeting was adjourned at 10:12 a.m.
