REDEVELOPMENT COMMISSION MEETING MINUTES

August 28, 2017

 

The regular meeting of the City of Mishawaka Redevelopment Commission was called to order at 5:48 P.M. on Monday, August 28th, 2017 in Room 205, City Hall, 600 Third Street, Mishawaka, Indiana. Commissioners Pingel, Eberhart, Ermeti and Whitfied-Hyduk were present. Also present were Ken Prince, Joe Dits, Matt Harrington, Andy Place, Sr., Sheryl Schade, Randy Rompola, Courtney Figg and Marilyn Nelums-Jones.

APPROVAL OF JULY 24th, 2017 MEETING MINUTES

Commissioner Ermeti motioned that the meeting minutes from the July 24th, 2017 meeting be approved; Commissioner Eberhart seconded; motion carried.

BUY AND SELL AGREEMENT FOR THE SALE OF PROPERTY LOCATED AT THE SOUTHEAST CORNER OF DONALDSON AVENUE AND MAIN STREET TO LOGAN COMMUNITY RESOURCES.

Sheryl Schade, 2505 East Jefferson Boulevard stated that Logan Community Center has a need to be on this location because of the bus route. They just recently celebrated the first anniversary of the Main Street location and are excited to be offered another lot. They want to replace an existing rental and they need a fully handicap accessible unit. It will be the same model, just a little larger floor plan. The family in the home has a man whose health is declining. They add the wheelchair ramp to go around the house. There will be 1-2 staff members on at one time. It is staffed 24 hours a day and 7 days a week. None of the residents will drive. It may have families visiting but there will always be someone there.

Commissioner Ermeti motioned to approve the Buy and Sell Agreement for the sale of the property located at the Southeast corner of Donaldson Avenue and Main Street to Logan Community Resources; Commissioner Whitfield-Hyduk seconded; motion carried.

REQUEST FOR AUTHORIZATION TO PROCEED- CASTLE MANOR RENOVATION

The 3,000 square foot project came in over budget at $442,000.00 and it is eligible for TIF funds. It is a historic building and has had no maintenance or care for many years. The building has been modified twice over time. The roof tilts in on itself and with modification that would be eliminated. The goal is to set it up for the next SO years and a metal roof will be added. The front part of the building that houses the tables and chairs is a porch and that would be modified as well. The bathroom will be handicap accessible. It will be completely re-done. It runs hand in hand with the improvements being done right now, i.e. parking lot, etc.

Commissioner Whitfield-Hyduk motioned to approve the authorization to proceed with the Castle Manor Renovationproject; Commissioner Ermeti seconded; motion carried.

RELEASE OF MORTGAGES - 517 WEST THIRD STREET AND 504 CALHOUN

Ken Prince presented Release of Mortgages for properties located at 517 West Third Street and 504 Calhoun. The City of Mishawaka Department of Redevelopment Rehabilitation loans for these properties have been paid in full. Commissioner Ermeti motioned to approve the Release of Mortgages; Commissioner Eberhart seconded; motion carried.

ANYTHING ELSE BROUGHT BEFORE THE COMMISSION

Ken Prince commented on Flaherty and Collins - Phase II submission. The Architect has put together a plan that replaces Merrifield Ice Rink with an ice rink downtown. It would be installed complete with a sculpture, cafe, etc. We are asking for a letter of support. Ken Prince presented plans for the Commission's review. There would be a walking path in summer and an ice rink in winter. Overall with design fees, they are estimated to be 7.1 million dollar projects. We will debate after finding out what we will receive in funding from regional cities. The groundbreaking ceremony is September 1st and they will close on September 7th. On September 21st, the site will be fenced off with equipment and breaking ground. It is a mixed used project.
Commissioner Ermeti motioned to approve the letter of support; Commissioner Whitfield-Hyduk seconded; motion carried.

Commissioner Eberhart motioned that the meeting be adjourned; Commissioner Whitfield-Hyduk seconded; meeting adjourned at 6:10 P.M.
