SNOW REMOVAL CONDITIONS
Listing of Snow Routes
When, in the
opinion of the Snow Removal Coordinator (The Mayor, or
in his absence the following succession of people shall qualify:
Street Commissioner, City Engineer, or such other person as
may be designated by the Mayor), the actual or expected
precipitation of snow will create hazardous or dangerous highway
conditions for vehicular or pedestrian traffic, he shall have
the authority to declare a snow removal condition.
When declaring
a snow removal condition, the Snow Removal Coordinator shall
designate one of the following conditions to be in effect:
- Snow
emergency;
- Residential
emergency; or
- Weather
disaster.
- A snow removal
condition shall be declared by the Snow Removal Coordinator
by issuing a media release to the local radio, television,
and news services. The snow removal condition shall continue
in force and effect until the Snow Removal Coordinator declares
it to be over in the same manner.
When the Snow
Removal Coordinator has declared a Snow Emergency,
the following traffic regulations shall be in effect:
- No vehicle
shall be parked on a snow
route.
- Any vehicle
parked, stalled, incapable of moving under its own power,
or left unattended on any street designated as a snow route
shall be ticketed, towed, or impounded.
- Parking prohibitions
on snow routes shall remain in effect until the snow emergency
is cancelled or modified by the Snow Removal Coordinator.
When the Snow
Removal Coordinator has declared a Residential Emergency,
the following traffic regulations shall be in effect:
- Parking shall
be allowed on all snow routes unless otherwise prohibited.
- Parking shall
be banned on all streets not designated as snow routes between
the hours of 9:00 a.m. and 8:59 a.m. of the following day
in accordance with the following schedule:
a) Even-numbered
days: No parking on that side of the street with odd
numbered addresses;
b) Odd-numbered
days: No parking on that side of the street with even
numbered addresses.
c) This division
shall not apply to streets which have prohibited parking
on one side.
- Any vehicle
parked, stalled, incapable of moving under its own power,
or left unattended on any street shall be ticketed, towed,
or impounded.
- Parking bans
as established under division (B) herein shall remain in
force and effect on a rotating basis until the entire street
has been cleared to the curbline, or until the residential
emergency has been cancelled by the Snow Removal Coordinator.
When the Snow Removal
Coordinator has declared a Weather Disaster, the following
traffic regulations shall be in effect:
- The Snow Removal
Coordinator shall have the power to limit all traffic within
the city. Anyone traveling on city streets without a valid
emergency reason shall be subject to the penalties of this
chapter.
- The Snow Removal
Coordinator shall have the power to establish any or all
parking restrictions which, in his opinion, are necessary
to insure the health and safety of the citizens. Any vehicle
parked, stalled, incapable of moving under its own power,
or left unattended on any street in violation of these restrictions
shall be ticketed, towed, or impounded.
- The Snow Removal
Coordinator shall have the power to designate vehicles such
as Street Department vehicles, or other city vehicles, four-wheel
drive vehicles, and snowmobiles as "temporary emergency
vehicles" if in his opinion the designation is necessary
to insure the health and safety of the citizens of the community.
Any individual abusing the services of these or other emergency
vehicles shall be subject to the penalty provisions of this
chapter and shall be liable to and shall reimburse the city
for all costs expended in responding to any false call.
- The Snow Removal Coordinator
shall have the power to take whatever action is reasonably
necessary to insure the health, safety, and welfare of the
citizens during a weather disaster.
- All traffic restrictions,
parking bans, and any other action taken during a weather
disaster by the Snow Removal Coordinator shall remain in
effect until the weather disaster has been cancelled by
the Snow Removal Coordinator.
