JEFFERSON BLVD. TRAFFIC FLOW CHANGE

Beginning Monday, May 5, the residents in Barrington Estates must enter and exit their subdivision from the west. Residents within the construction area who live on the north side of Jefferson will continue to use the access road.
MAIN STREET OPENING BETWEEN BATTELL AND JEFFERSON

On Friday, May 2, Main Street between Battell Street and Jefferson Street will be opened to traffic, both pedestrian and automobile. Parking along Main Street between Battell and Broadway and also on Broadway near the intersection will continue to be prohibited. Traffic through this corridor on existing Main Street, specifically north of Broadway, will be very restricted by concrete barriers and sheet piling protecting the underpass excavation. Due to the narrow roadway, speed limits will be reduced to 25 mph. All trucks and oversized vehicles will be required to continue using the posted truck detour route.
The rail crossing, which now consists of four sets of tracks, is much wider, due to the temporary runaround tracks. Motorists should exercise caution and not proceed onto the crossing until they can completely cross all four sets of tracks.
As you travel this corridor, you will notice that Rieth-Riley Construction has completed a significant amount of utility relocation and preliminary work. However, much remains to be done. The City of Mishawaka thanks the Road and Bridge Divisions of Rieth-Riley Construction, their subcontractors R&R Excavating and Trans Tech Electric and our Construction Engineer, DLZ for their commitment to completing this phase of the work on schedule.

EDISON ROAD, NORTH MAIN STREET

Mishawaka Utilities' Electric Division will have crews working between Edison and Douglas on the East side of Main Street for the next 2 to 3 weeks. There will be times when a lane restriction will be in effect. Please exercise caution while driving in that area.
EAST MARION STREET CLOSURE
April 14, 2008
Beginning Monday, April 14, Rieth-Riley Construction will begin the reconstruction of Marion Street between Sarah Street and the alley east of Main Street connecting Marion Street to Broadway. This work is being completed as part of the Main Street Underpass Project. Due to the removal of the entire Marion Street pavement and sidewalk along both sides for the installation of new water lines, sanitary and storm sewer mains, Marion Street from Sarah Street to Main Street will be closed to all traffic (pedestrian and vehicular). Parking on Marion St. and near the Marion St/Sarah St intersection will be prohibited. Access to homes in this block will be via the alleys; access and parking along Marion St. will not be possible. Access for emergency vehicles will be provided at all times.
This work is expected to take approximately two (2) months to complete. Because there will be large pieces of equipment in a small area, for safety reasons, we ask that you try to limit your activities in and around the construction area.

LANE CLOSURE - N. MILL ST. & N. HILL ST.

Beginning at 7:00am on Monday, April 7, the “one-way” section of North Mill Street between First Street and North Main Street will be closed to all traffic for the reconstruction of the West Front Street intersection at North Mill Street. This section of North Mill Street will reopen on Monday, June 30, 2008, weather permitting.
Hill Street north of First Street will also be closed for reconstruction. Residents will have access to their homes during construction. The Beutter Park parking lot will have access from Spring Street off of First Street and will be marked with signs. Hill Street will reopen on Tuesday, May 20, 2008, weather permitting.
Traffic is advised to use North Main Street, West Front Street and West First Street to avoid the construction area. Traffic control devices will mark the construction area. Traffic will have access to parking lots and businesses from West Front Street.
JEFFERSON BOULEVARD PROJECT UPDATE
March 4, 2008
On Monday, March 10, Walsh & Kelly, Inc. is scheduled to close East Jefferson Boulevard between Byrkit Street and Capital Avenue/SR 331 to all through traffic. Local residents will have access to their homes. Emergency vehicles will have access at all times. The detour for Jefferson Boulevard is as follows:
• Westbound Jefferson Blvd. traffic will proceed north on Capital Ave., west on McKinley Ave, and south on Byrkit Avenue, returning to Jefferson Blvd.
• Eastbound Jefferson Blvd traffic will proceed north on Byrkit St., east on McKinley Ave, south on Capital Ave./SR 331, returning to Jefferson Blvd.
Local school bus, mail, newspaper and trash services will be coordinated with each entity. The contractor anticipates this closure to last until mid-July 2008, when the project is scheduled for completion.

MAIN STREET UNDERPASS PROJECT UPDATE

DLZ Indiana of South Bend, the City’s consulting construction engineering firm, has completed their evaluation of several pavement restoration options for the Canadian National Railroad crossing and also for the repair of the pavement settlement on Main Street north of the railroad, which was caused by the installation of temporary sheet piling.
After discussing several alternatives at length with Rieth-Riley Construction, the contractor for the Main Street Underpass Project, they both agree that the best option for repairing this pavement is to use hot mix asphalt. Depending upon weather, hot mix asphalt plants typically begin production work about April 15.
Since this would necessitate Main Street remaining closed until this time, Rieth-Riley Construction has proposed a phasing change that would allow all Main Street work south of Broadway, as well as the work on Broadway, to be completed in its entirety by May 2, 2008. This change in phasing will result in a better “end-result” work product, completion of work in a shorter time frame with less disruption to the local residents, and with a cost savings to the City of Mishawaka due to the installation of less sheet piling.
To accomplish this phasing change to the contract, North Main Street will remain closed until Friday, May 2, 2008.
MAIN STREET UNDERPASS
October 18, 2007
Canadian National will close the railroad crossing on North Main Street at 7:00am, Monday, October 22, to install the temporary railroad crossing with the Grand Trunk Western Railroad.
All northbound Main Street traffic will be detoured east on Broadway, north on Division Street, west onto McKinley Avenue and north on Main Street.
All southbound Main Street traffic will be detoured west on McKinley Highway, south on Liberty Drive, east on Broadway and south on Main Street.
Truck Traffic: All northbound through trucks will be routed to Grape Road to continue north of McKinley Avenue. All southbound through trucks will be routed west on McKinley to Logan Street to continue south of McKinley Avenue.
Local traffic will have access to Main Street between McKinley Avenue and Stanley Street, including John Young Middle School.
Canadian National has announced that the temporary railroad crossing installed as part of the Main Street Underpass Project was not constructed properly, and must be removed and reinstalled to correct the deficiencies. Due to the relationship of the crossing to a curve on the mainline tracks, the crossing surface must be banked. CN anticipates having the temporary runaround tracks and crossing completed in approximately six weeks, weather permitting. For all practical purposes, we are estimating the crossing will reopen in February 2008.
Sheet piling operations will continue on the south side of the tracks and will then move to the north side of tracks. The Main Street closure will allow for an assessment of the damage to the existing pavement when the sheet piling is complete.

LANE RESTRICTIONS - STATE ROAD 23

INDOT has announced their reconstruction project on State Road 23 between Grape Road and Elm Road. (July 23, 2007 thru November 1, 2008)
Beginning Monday, July 23, 2007, State Road 23 will be restricted to one lane in each direction from Main Street to Santa Monica Drive, due to the reconstruction of SR 23. The anticipated completion date for this lane restriction is December 1, 2007.
A new signal will also be installed on State Road 23 at Brick Road.
